The complexity of the topic and the transversality of the factors that affect the system of Toblino and Santa Massenza made necessary to compare with different institutional levels and in different areas of expertise, therefore we have entertained numerous meetings with the Planning and Landscape Protection Service of the PAT, coordinator of the project, and the various agencies or services of the Province of Trento interested in the design assumptions, such as the Community of Valle dei Laghi, the Service for Conservation of Nature and Environmental Enhancement – Biotopes Office and the Nature 2000 network – Cycling lanes Office, the Agency for Provincial Energy – Service of management and permissions on energy, the Service for Public Waters Use, Office for road and railway works.
The active collaboration entertained has guaranteed a performance of works belonging to the needs and fulfilling the expectations of requalification of this area.
The basic principle of the design was to verify the feasibility of proposals aimed at solving the problems identified in the tender, as well as those that emerged during the analysis undertaken for thematic level. A first level of analysis reveals a strong dichotomy between the different issues related to the area of Toblino Lake, opposed to the wider panorama of the reservoir Santa Massenza -Toblino, besides it does not dissociate completely from this geographical area with regard to the water system, geological and mobility aspects.
Against this background, a framework of inquiry and action was developed on two levels: the landscape (area of Toblino-Santa Massenza lakes) and territorial. In operational terms, there were two areas to identify, the Toblino Lake and the Santa Massenza Lake, with very different problems. In fact, if the Toblino Lake has consolidated its landscape ranging substantially enhanced, on the other hand Santa Massenza Lake need interventions to regenerate its landscape. Starting from the assumptions set out above, the possible actions are listed below.
Toblino Lake – REDEVELOPMENT OF THE WATERFRONT
The main theme concerns the reduction of the roadway impact resulting from the lakeside State highway. On this point, the alternative solutions are three, in addition to the existing one. The first is a passage, substantially in a tunnel under the embankment on the east side of the lake, that reconnects to the State highway near the village Sarche.
The second involves the displacement of the existing road to the east, in gallery and semi-tunnel, to reach a mitigation of the passing traffic, while maintaining the perception of the landscape in some specific points.The third solution is a variant of the previous one, with a different road geometry and other points of view in the semi-tunnel.
With all three hypotheses, the current street on the lakefront would be discharged, or at least declassified, concentrating project interventions on the street itself, in order to obtain a higher quality interface between the user and the lake.
Some measures shall be taken, including physical, to prevent vehicular traffic passing through the discharged roadway. The organization of a system of exploitation of the lake is expected on the castle bank, avoiding the anthropogenic load on the opposite bank falling within the SIC protected area. Besides, a band of wet vegetation shall be rebuild on the bank with filter function and recovery of water’s organic quality.
SANTA MASSENZA Lake – REDEVELOPMENT OF THE WATERFRONT
The focus is on the mitigation of the impact of the hydroelectric infrastructure and the recovery of the relationship with the lake.
Starting from the north, the proposals made are the following:
- The mitigation of structures for electricity processing, through the planting of the area, partially released by the structures themselves and the reformulation of the pathways, including the connection with the village and the lakeshore.
- The construction of barriers / pathways on the water, which can also act as a filter for purifying the discharge of sewage of the village.
- Barrier diverting the water flow of the electricity processing structures. We proposed a transverse barrier for the waters coming from the electricity central (waters coming from glacier basins) composed of floating diaphragms, to obtain a division of the turbinate flow (a spoiler) and to bring then a better organic and mineral qualityof the waters on Santa Massenza Lake.
- Construction of a barrier to form a zone with a different water quality from that of the lake. In the south-east part of the lake we propose a partitioning in order to collect the water of the Canal of Calavino (of high quality) and settle it with an increase of the relative temperature. The barrier will also allow a walkway towards the existing peninsula through a floating connection, and the completion of the path on the east side of the lake.
