The project aims to grant the public character of all the exterior spaces, assuring total pedestrian circulation permeability between Av. de Brasília and the River, safeguarding, on the other hand, the total continuity of the pedestrian circulation/ bicycle circulation system along the river.
The insertion of the project in the context is difficult, for there is no plan for this area, although there is a prevision for important functional and morphological alterations, that leads the projectionist to anticipate spatial usages and organizations, working with probability and interpreting the diffuse and hesitant indications that aim to substitute – we hope only temporarily – the structuring decisions that should be taken to avoid that an important strategic area as this one should be consumed in loose and uncoordinated usages. The area would be occupied with functions, which are coherent with the site. This coherence would be granted by the valid and acting territorial managing instruments for the study area, which are disconnected among themselves, so that the collective construction of all the functions that will soon be articulated in this area will not correspond to the structured result of different organized energies by a common strategic sense, but to a fragmented system whose hierarchy of the present functions as to their capacity to be a reference in the design of the whole is mainly defined through the implementation order or the arrival at platforms of licensing and decision.
